Fuel Surcharge Overview

Cement Distributors, Inc. (CDI) is implementing a Fuel Surcharge Index effective April 21, 2026 to adjust for fluctuations in diesel fuel prices while maintaining stable base freight rates. This index is tied to the U.S. Energy Information Administration (EIA) Weekly Retail On-Highway Diesel Prices for the West Coast less California that provides a transparent, consistent method for adjusting freight charges in response to market conditions. 

The surcharge will be adjusted weekly based on the most recent EIA pricing update. Rates will increase or decrease in 0.5% increments for every $0.05 change in diesel pricing. For example, when diesel prices fall within the $6.15–$6.19 range, the applicable fuel surcharge is 18.0%. A minimum surcharge of 0% applies when diesel prices are $4.39 per gallon or lower.

The Fuel Surcharge is applied only to freight charges and will not be assessed on standby time, taxes, accessorial fees, or other non-freight-related costs. All surcharge amounts will appear as a separate line item on invoices and will be calculated based on the load delivery date.
